Payment Plans
We understand circumstances can make it difficult to meet your monthly bills. Groton Utilities accepts requests to set up a payment arrangement.
To request a payment arrangement, contact Customer Service at 860-446-4000 or fill out the Payment Agreement Form (PDF) and send via email.
All payment arrangements must be approved by one of our Customer Service Representatives.

You are eligible for payment arrangements if:
- Your name appears on the utility bill or if you have written authorization to access the account
- Bill is no more than two months past due
- The request is made before the disconnection date
Assistance Options
There are various payment assistance programs available throughout the state. Eligibility varies depending on your circumstance. This list is not inclusive but we try to keep it up to date as we hear about additional programs. Also check local Churches, Unions, Colleges and Military Relief Funding.
Connecticut Energy Assistance Program (CEAP)
The Connecticut Energy Assistance Program (CEAP) helps thousands of homeowners and renters who meet income and asset guidelines with their winter heating bills.
United Way Project Warm-Up
Project Warm-Up is a heating assistance program of United Way of Southeastern Connecticut which collaborates with other local service providers to meet the home heating needs of families in southeastern Connecticut who are experiencing a short-term crisis.
